Announcement No. 55 of 2023 of the General Administration of Customs
According to relevant laws and regulations of China, as well as the provisions of the General Administration of Customs of the People's Republic of China and the Food Safety Commission of the Republic of Tajikistan on the quarantine requirements for Tajikistan's fresh grape exports to China, from now on, Tajikistan's fresh grape imports that meet the following relevant requirements are allowed.
1、 Inspection and quarantine basis
(1) The Biosafety Law of the People's Republic of China;
(2) The Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine and its implementation regulations;
(3) The Food Safety Law of the People's Republic of China and its implementation regulations;
(4) Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits;
(5) Protocol between the General Administration of Customs of the People's Republic of China and the Food Safety Commission of the Republic of Tajikistan on the Requirements for Plant Quarantine of Fresh Grapes Exported from Tajikistan to China.
2、 Product names allowed for entry
Fresh grapes (hereinafter referred to as "grapes"), scientific name Vitis vinifera L., English name Table grapes.
3、 Permissible origin
The grape producing region of Tajikistan.
4、 Approved orchards and packaging plants
Grape orchards and packaging factories exported to China must be reviewed and registered with the Food Safety Commission of the Republic of Tajikistan (hereinafter referred to as the "Tajik Party"), and approved for registration by the General Administration of Customs of the People's Republic of China (hereinafter referred to as the "Chinese Party"). The registration information must include the name, address, and registration number in order to accurately trace the origin of exported goods when they do not comply with relevant regulations. Before the export season each year, the Tajikistan side should provide the registration list to the Chinese side. After being reviewed and approved by the Chinese side, it will be announced on the official website of the General Administration of Customs.
5、 List of quarantine pests of concern
1. Lobesia botrana
2. Diaspidiotus perniciosus
3. Lepidosaphes ulmi
4. Peliococcus turanicus
6、 Pre export management
(1) Orchard management.
1. All grape orchards exported to China should establish a sound quality management system and traceability system under the supervision of the tower side, implement Good Agricultural Practice (GAP), maintain orchard hygiene conditions, such as no pollution sources affecting fruit production in the surrounding area, and promptly clean up fallen and rotten fruits; And implement Integrated Pest Management (IPM), including regular monitoring and investigation of harmful organisms, physical, chemical or biological control of harmful organisms, and control measures such as agricultural operations.
2. The tower side should develop a management plan for quarantine pests of concern to China in accordance with the requirements of International Plant Quarantine Measures Standard No. 6 (ISPM 6), and organize and implement orchard monitoring throughout the year. If harmful organisms or their corresponding symptoms are found during monitoring, comprehensive management measures including chemical, physical, or biological control should be taken to control the population density of harmful organisms or maintain a low prevalence level.
3. Orchards exported to China should maintain pest monitoring and control records, and when necessary
4. The monitoring and prevention of harmful organisms should be carried out under the guidance of professional technical personnel. Technical personnel should receive training from the tower or its authorized institutions.
5. For the grape mosaic moth, grapes imported to China must come from non epidemic producing areas or orchards that have implemented systematic control measures. The Tajikistan side should establish non epidemic producing areas in accordance with the International Plant Quarantine Measures Standard No. 10 (ISPM 10), carry out pest monitoring in accordance with relevant requirements (see attachment), and obtain approval from the Chinese side. If the grape finned small curly moth is found in the relevant non epidemic producing area, the tower side needs to immediately suspend its status as a non epidemic producing area and notify the Chinese side within 48 hours to initiate an emergency plan. After the Tajik side eradicates the epidemic and obtains recognition from the Chinese side, non epidemic producing areas can only be restored.
Orchards implementing systematic control measures must undergo pest control measures in registered orchards through field surveys and trap monitoring from grape flowering to harvest by the tower or its authorized personnel. The density of traps in the orchard should be at least 2 per hectare and checked at least once every 2 weeks. The Tajikistan side should provide monitoring reports to the Chinese side before the export season each year as required. Once the grape blossom wing moth is detected, the tower side should immediately notify the Chinese side and immediately suspend the export of grapes from relevant orchards and packaging factories to China. The Tajikistan side must take effective eradication measures before both parties determine whether to resume imports.
6. For the pear branch round shield scale, elm oyster shield scale, and Tulun pin powder scale, the tower party or its authorized personnel must carry out manual monitoring during the grape growth period, conduct an orchard survey every 15 days, and focus on checking whether the above-mentioned harmful organisms have harmed the branches, leaves, and fruits. If relevant harmful organisms or harmful symptoms are found, comprehensive management measures including chemical or biological prevention and control shall be taken.
(2) Packaging factory management.
1. The processing, packaging, storage, and shipping process of grapes exported to China must be carried out under the quarantine supervision of the tower or its authorized personnel. The packaging factory for grapes exported to China should be clean and hygienic, with hardened floors and a raw material yard and finished product warehouse.
2. During the packaging process of grapes exported to China, manual selection, grading, and cleaning should be carried out to remove diseased fruits, insect fruits, rotten fruits, deformed fruits, branches and leaves, or other plant residues and soil.
3. If packaged grapes need to be stored, they should be immediately stored in storage and stored separately to avoid re infection by harmful organisms.
4. Registered packaging factories should establish a traceability system to ensure that grapes exported to China can be traced back to the registered orchard, recording information such as processing and packaging date, source orchard name or its registration number, grape quantity, export date, export quantity, destination country, container number, etc.
(3) Packaging requirements.
1. The packaging materials should be clean, hygienic, unused, and comply with China's relevant plant quarantine and hygiene requirements. If wooden packaging is used, it must comply with the requirements of International Plant Quarantine Measures Standard No. 15 (ISPM 15).
2. The packaging box must be labeled in Chinese or English with information such as the type, variety, country, origin, orchard, and packaging factory name or registration number of the fruit. Each packaging box and pallet must be labeled in Chinese or English as' Exported to the People's Republic of China 'or' Exported to the People's Republic of China '
3. If other quarantine pests of concern to China or newly recorded live quarantine pests in Tajikistan are found, the batch of goods shall be returned, destroyed, or subjected to disinfection. The Chinese side will report the non-conforming situation to the tower side, and the tower side should conduct an investigation to identify the reasons and implement corresponding improvement measures to avoid recurrence.
If it is found that the goods do not meet the national food safety standards of China, the batch of goods will be returned or destroyed. The Chinese side will notify the Tajikistan side of the non-compliance situation and suspend the import of grapes from relevant orchards during this export season depending on the situation. The tower side should identify the reasons for non-compliance and urge relevant orchards to rectify until the relevant rectification measures are effectively implemented and recognized by the Chinese side.
8、 Compliance review
In the first year of trade, with the assistance of the Tajik side, the Chinese side can send experts to conduct on-site inspections or remote video inspections of the grape producing areas imported from Tajikistan to China to ensure that they meet relevant requirements.
9、 Retrospective review
During the trade process, based on the dynamics and interception of the grape epidemic in Tajikistan, China will conduct further risk assessments and negotiate with Tajikistan to adjust the list of quarantine pests and related quarantine measures. If necessary, China can conduct a retrospective review, including sending experts to Tajikistan for on-site evaluation.

Pest monitoring requirements
The Tajik side must take necessary monitoring measures to monitor Lobesia botrana, a grape finned moth, and provide a one-year monitoring record to the Chinese side before trade begins.
1、 Pheromone trapping monitoring
(1) The types of attractants and traps.
Use the specialized pheromone lure core of the grape flower winged moth, and place the lure core in a triangular trap or other Chinese approved trap. The content of sex pheromones in the lure core shall not be less than 1mg.
(2) Monitoring location.
Grape orchards, packaging factories, distribution points, cold storage areas, exit ports, etc.
(3) Suspension method.
Hang the trap in the middle and upper part of the host tree crown, without being obstructed by branches or strong sunlight, and pay attention to shading and avoiding direct sunlight or rain.
(4) Set the density.
Export the vineyard with 12 traps placed on 100 acres (607.5 acres) as a monitoring unit, and add 2 traps for every additional 100 acres of orchard.
Packaging factories, distribution points, and exit ports are equipped with 1-3 traps per 1 hectare.
(5) Replace the lure core.
Replace once a month.
(6) Inspection cycle.
From grape flowering to harvest, inspect at least once every two weeks.
(7) Inspectors.
Tower or its authorized technical personnel.
2、 Yellow board (yellow glue trap)
All registered orchards should be equipped with yellow boards to trap and monitor harmful organisms. Trapping monitoring should continue from the flowering period of grapes to the end of the harvesting period. The number of yellow boards hanging in each orchard should not be less than 4.
