2、 Product names allowed for entry

Fresh durian (hereinafter referred to as "durian"), scientific name Durio zibethinus Murr, The English name is Durian.

3、 Permissible origin

Durian producing area in Vietnam.

4、 Approved orchards and packaging plants

Orchards and packaging factories exported to China must be registered with the Ministry of Agriculture and Rural Development of Vietnam (hereinafter referred to as "MARD") and jointly approved by the General Administration of Customs of the People's Republic of China (hereinafter referred to as "GACC") and MARD for registration. The registration information includes the name, address, and registration number, in order to accurately trace the source of the exported goods when they do not comply with the relevant provisions of this protocol. Before the start of trade, MARD should provide the registration list to GACC, which will be reviewed and approved by GACC before being published on the official website and regularly updated.

6、 Pre export management

（1） Orchard management

1. Orchards exported to China should establish a sound quality management system and traceability system under the supervision of MARD, implement good agricultural operation standards, maintain orchard hygiene conditions, such as no pollution sources affecting fruit production in the surrounding area, timely clean up fallen and rotten fruits, and implement comprehensive pest control measures, including pest monitoring and investigation, physical, chemical or biological control, and agricultural operations.

2. MARD should develop a management plan for quarantine pests of concern to China in accordance with the requirements of International Plant Quarantine Measures Standard No. 6 (ISPM6), and organize and implement orchard monitoring throughout the year. In addition to visual inspection, multiple physical or chemical methods should also be used to trap and monitor harmful organisms.

3. For pomegranate fruit flies, it is necessary to hang fruit fly pheromone traps in the orchard and use yellow sticky insect plates for physical monitoring; Focus on investigating the branches, stems, leaves, and fruits of harmful insects such as scale insects. If harmful organisms or corresponding symptoms are found during monitoring, measures such as chemical or biological control should be taken in a timely manner to control the occurrence of harmful organisms or maintain a low prevalence level of harmful organisms. 4. The monitoring and control of harmful organisms in orchards exported to China should be implemented under the guidance of professional technical personnel. Technical personnel should receive training from MARD or its authorized agency.

5. MARD should maintain records of pest monitoring and control in orchards, and provide them to GACC when necessary. The prevention and control records should include information such as the names of chemical agents used during the growing season, effective ingredients, dosage and time of use.

（2） Packaging Factory Management

The processing, packaging, storage, and shipping process of durian imported to China must be carried out under the quarantine supervision of MARD or its authorized officials.

2. The packaging factory should be clean and hygienic, with hardened floors and a raw material yard and finished product warehouse.

3. The storage, processing, processing, storage and other functional areas of durian for export to China are relatively independent, reasonably arranged, and isolated from the living area with appropriate distance.

4. If packaged durian needs to be stored, it should be immediately stored in the warehouse and stored separately to avoid re infection by harmful organisms.

5. The packaging factory should establish a traceability system to ensure that the durian imported to China can be traced back to the registered orchard, recording information such as the date of processing and packaging, the name of the source orchard or its registration number, quantity, export date, quantity, destination country, container number, etc.

（3） Packaging requirements

1. The packaging materials should be clean, hygienic, unused, and comply with relevant Chinese plant quarantine requirements. If wooden packaging is used, it must comply with the requirements of International Plant Quarantine Measures Standard No. 15 (ISPM15).

2. During the packaging process of durian imported to China, manual selection, grading, and cleaning should be carried out to remove diseased fruits, insect fruits, rotten fruits, deformed fruits, branches, leaves, fruit stalks, or other plant residues and soil. Effective measures such as brushing or high-pressure air gun blowing should be taken to clean the surface of the fruit. If necessary, a soft and clean cotton cloth can be used to manually wipe the surface of the durian, especially the fruit stalks and other parts, to effectively remove insect eggs attached to the surface of the fruit Pathogenic spores, etc.

3. Each packaging box must be labeled in English or Chinese with the name of the fruit, export country, origin, orchard or its registration number, packaging factory or its label

（4） Pre export quarantine

1. MARD should conduct sampling inspection on each batch of durian at a rate of 2% for each batch of goods. If there are no plant quarantine issues within two years, the sampling ratio will be reduced to 1%.

2. If any quarantine harmful organisms, branches, leaves, or soil of concern to China are found, the entire batch of goods shall not be exported to China, and the export of durian from relevant orchards and packaging factories to China during this export season shall be suspended depending on the situation. MARD should identify the cause and take improvement measures. At the same time, keep inspection records and provide them to GACC upon request.

（5） Requirements for Plant Quarantine Certificate

After passing the quarantine, MARD shall issue a plant quarantine certificate, indicating the name or code of the orchard and packaging factory, and fill in the following additional statement: ”(This batch of goods meets the protocol on plant quarantine requirements for fresh durian imported from Vietnam to China, without any quarantine pests of concern to China.) Prior to the launch of the durian import project to China, MARD should provide GACC with a sample of the plant quarantine certificate for confirmation and filing.

7、 Entry inspection and quarantine and handling of non conformities

When durian arrives at the Chinese port of entry, the Chinese customs shall carry out quarantine in accordance with the following requirements.

（1） Verification of certificates and identification.

1. Verify whether the imported durian has obtained the "Entry Animal and Plant Quarantine License".

2. Verify whether the plant quarantine certificate complies with the provisions of Article 6 (5) of this requirement.

3. Verify whether the markings on the packaging box comply with the provisions of Article 6 (3) of this requirement.

（2） Entry inspection and quarantine

1. Durians exported to China should be imported from all ports where GACC allows the import of fruits.

2. According to relevant laws, administrative regulations, rules, and other regulations, imported durians shall be inspected and quarantined. Those who pass the inspection and quarantine shall be allowed to enter the country.

（3） Handling of non-compliance with requirements

1. If unauthorized orchards or packaging factories are found, the batch of durian is not allowed to enter the country.

2. If quarantine pests of concern to China or newly recorded live quarantine pests in Vietnam are found, or if soil, plant residues, etc. are found, the batch of durians shall be treated for disinfection, return, or destruction.

3. If it is found that it does not meet the national food safety standards of China, the batch of durians will be returned or destroyed. If the above non-compliance is found, GACC will notify MARD and suspend the import of durian from relevant orchards and packaging factories for this export season, depending on the situation. MARD should identify the cause and urge relevant orchards and packaging factories to rectify until the relevant rectification measures are effectively implemented and recognized by GACC.

8、 Compliance review

Before the start of trade, with the assistance of MARD, GACC will send experts to conduct on-site inspections or remote video inspections of the durian production areas imported from Vietnam to China to ensure that they meet the requirements of this plant quarantine.

9、 Retrospective review

Based on the dynamics and interception of harmful organisms in durian plants in Vietnam, GACC will conduct further pest risk assessments and negotiate with MARD to adjust the list of quarantine pests of concern to China and relevant quarantine measures.
