Customs knowledge: What about importing fresh kiwifruit from

Announcement on the Quarantine Requirements for Fresh Kiwifruit Plants Imported from New Zealand
 
Announcement No. 79 of the General Administration of Customs in 2023
 
 
According to relevant laws and regulations in China, as well as the provisions of the General Administration of Customs of the People's Republic of China and the New Zealand Ministry of Primary Industry regarding the quarantine requirements for fresh kiwifruit imported from New Zealand to China, it is now allowed to import kiwifruit that meets the following relevant requirements.
 
 
1、 Inspection and quarantine basis
 
 
(1) The Biosafety Law of the People's Republic of China;
 
 
(2) The Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine and its implementation regulations;
 
 
(3) The Food Safety Law of the People's Republic of China and its implementation regulations;
 
 
(4) Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits;
 
(5) The Export Plan of the General Administration of Customs of the People's Republic of China and the New Zealand Ministry of Primary Industry on the Quarantine Requirements for New Zealand Fresh Kiwi Plants Exported to China.
 
 
2、 Product names allowed for entry
 
Fresh kiwifruit (hereinafter referred to as "kiwifruit"), English name: Kiwi fruits, including Chinese kiwifruit (scientific name: Actinidia chinensis), Delicious kiwifruit (scientific name: Actinidia deliciosa) and its hybrid (Actinidia deliciosa x A. chinensis).
 
 
3、 Permissible origin
 
Kiwi producing areas in New Zealand.
 
 
4、 Approved orchards and packaging plants
 
 
Orchards and packaging factories exported to China must be reviewed and registered with the New Zealand Ministry of Primary Industries (hereinafter referred to as the "New Party"), and approved for registration by the General Administration of Customs of the People's Republic of China (hereinafter referred to as the "Chinese Party"). The registration information should include the name, address, and registration number in order to accurately trace the origin of goods imported to China if they do not meet relevant requirements. Before the export season each year, the new party is required to provide the registration list to the Chinese side. After being reviewed and approved by the Chinese side, the Chinese side will publish it on the website of the General Administration of Customs.

6、 Pre export management
 
 
(1) Orchard management.
 
1. Orchards exported to China need to implement Good Agricultural Practice (GAP) and Integrated Pest Management (IPM), including monitoring and investigating quarantine pests of concern to the Chinese side, and taking necessary chemical, agricultural, or biological control measures. The comprehensive management measures for harmful organisms should be approved by the new party and provided to the Chinese side upon request.
 
 
2. Orchards exported to China must maintain monitoring, investigation, and prevention records of quarantine pests of concern to the Chinese side, and provide them to the Chinese side upon request. The prevention and control records should include detailed information on the names, active ingredients, dates of use, and concentrations of all chemical agents used during the growing season, and should be provided to the Chinese side upon request.
 
 
3. Pest monitoring, investigation, and prevention must be completed under the guidance of technical personnel trained by the new party or its authorized institution.
 
 
(2) Packaging factory management.
 
1. The processing, packaging, storage, and transportation of kiwifruit exported to China must be carried out under the supervision of the new party.
 
 
2. Before packaging, kiwifruit exported to China needs to be sorted and inspected to ensure that it is free from insects, mites, rotten fruits, deformed fruits, leaves, roots, and soil.
 
 
(3) Packaging requirements.
 
 
1. The packaging materials for kiwifruit exported to China must be clean, hygienic, unused, and comply with relevant Chinese plant health requirements and hygiene safety standards. Wooden packaging materials must comply with the requirements of International Plant Quarantine Measures Standard No. 15 (ISPM 15).
 
 
2. Each packaging box must be labeled with the name or registration number of the fruit type, exporting country, orchard, and packaging factory in Chinese or English. Each pallet must be labeled in Chinese or English with the words' Exported to the People's Republic of China 'or' Exported to the People's Republic of China '. The same identification must be used on packaging boxes that do not use pallets.
 
 
3. Kiwi fruit exported to China should be packaged and stored separately from kiwi fruit that does not meet the requirements for export to China to avoid infection with harmful organisms.
 
 
(4) Pre export quarantine.
 
 
1. Kiwi fruit exported to China must be quarantined in accordance with the standard inspection procedures in the New Zealand export certification system to ensure compliance with the quarantine requirements for quarantine pests of concern to China.
 
 
2. If quarantine pests of concern to China are found to be alive, the entire batch of goods shall not be exported to China; And take measures to suspend the export of relevant orchards and packaging factories according to the situation, until the new party or its authorized personnel identify the cause and take corrective measures. At the same time, the new approving agency shall keep all inspection records and provide them to the Chinese side upon request.
 
 
3. Regarding the pathogen of kiwifruit rot, officials or authorized personnel from the new party shall conduct sampling inspections according to the new party's standards, with a minimum sampling size of 600 fruits. If kiwifruit rot pathogens are found, the kiwifruit from the orchard shall not be exported to China during this export season. Kiwi fruit that has been stored for more than 42 days after packaging needs to undergo a pathogen test for kiwi fruit rot within 14 days before shipment. New officials or their authorized personnel are required to take 300 kiwi fruits from each orchard for visual inspection, and these 300 kiwi fruits need to be sampled from each pallet.
