What are the requirements for the production of Polish flour exported to China

 

 

 

01 General requirements

 

It is the responsibility of flour production enterprises exporting to China to ensure that their flour complies with Chinese plant quarantine, food safety laws and regulations, and national food safety standards.

 

 

 

02 Raw Material Requirements

 

Only raw wheat without the presence of Tilletia sp. can be used to produce flour exported to China

 

 

 

03 Enterprise Requirements

 

Enterprises engaged in the production, processing, and storage of flour exported to China should ensure that their flour meets the phytosanitary requirements of the Protocol, is registered with the Polish National Plant Health and Seed Inspection and Supervision Agency (PIORiN), and is registered with GACC.

 

 

 

04 Production Requirements

 

PIORiN conducts inspections on the occurrence of bark beetles and bark beetles in flour processing and storage facilities, and supervises the regular trapping records of enterprises that implement trapping. If required by GACC, PIORiN shall provide inspection records to GACC.

 

Enterprises should test in their laboratories for the presence of the subspecies of the genus Ustilaginella in raw wheat grain samples received in accordance with Poland's mandatory regulations for wheat and rye grains. The laboratory analysis results will be provided to PIORiN.

 

 

 

05 Packaging Requirements

 

Flour exported to China should be packaged with new, clean, hygienic materials that comply with Chinese plant quarantine requirements, are not contaminated by harmful organisms or substances, and comply with mandatory EU regulations.

 

Each packaging of flour exported to China should have a clear Chinese character stating "This product is being exported to the People's Republic of China", as well as Chinese information such as flour type, batch identification, name and address of the processing plant (registered enterprise) and exporter. The above information can be pasted on the packaging in the form of a label.

 

 

 

What are the requirements for pre export quarantine of Polish flour exported to China

 

 

 

01 Quarantine requirements for transportation vehicles

 

Before shipment, the flour containers or shipping tools imported to China should be thoroughly inspected to prevent the inclusion of quarantine pests or other undesired substances of concern to China, such as live insects.

 

 

 

02 Requirements for Plant Quarantine Certificate

 

Before shipment, the Polish authorities shall issue a phytosanitary certificate for each batch of flour that meets the inspection and quarantine requirements of the protocol, and indicate in the attached statement of the certificate:

 

This batch of flour complies with the Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Rural Development of the Republic of Poland on the Inspection and Quarantine Requirements for Polish Flour Exported to China signed on February 5, 2021 It is required to comply with the relevant regulations of the People's Republic of China on plant quarantine, and not carry quarantine pests of concern to China, such as Trogoderma granarium, Prostephanus truncatus, Tilletia contraversa, and so on. “
