1、 The import process of tea

Declaration requirements
Enterprises should provide the following information for import declaration:
1. Necessary documents such as contracts, invoices, packing lists, bills of lading, etc;
2. A "Plant Quarantine Certificate" issued by the competent government department of the exporting country or region is required;
3. Tea originating from Japan must provide an official certificate of origin and a radioactive substance testing certificate issued by Japan.
Tip: The submission method for declaration materials can be found in the "Announcement on the Electronization of Inspection and Quarantine Documents" (Announcement No. 90 of the General Administration of Customs in 2018).
3. Customs inspection and quarantine
1. Documentary work. The customs shall review the compliance of the quarantine certificates and trade documents submitted by enterprises according to regulatory requirements.
2. Check the homework. According to the needs of supervision and management, the customs shall conduct on-site inspection and supervision sampling of imported tea.
3. Conformity assessment. Imported tea that has passed the customs qualification assessment is allowed to be imported. If the imported tea fails to pass the customs qualification assessment, a certificate of non conformity shall be issued by the customs; If the safety, health, and environmental protection projects are not up to standard, the customs shall notify the tea importer in writing and order them to destroy or return the tea; If other projects are not qualified and meet the qualification evaluation requirements after technical treatment, they can only be imported. If the relevant imported tea fails to complete technical treatment within the specified time or still fails to meet the standards after technical treatment, the customs shall order the tea importer to destroy or return the shipment.

matters needing attention
1. Imported tea should comply with Chinese laws and regulations and national food safety standards. Imported tea products that do not yet have national food safety standards should comply with the relevant standards temporarily applicable by the health administrative department of the State Council. Tea products produced using new food raw materials shall obtain a hygiene administrative license for new food raw materials from the State Council's health administrative department in accordance with Article 37 of the Food Safety Law.
2. The inner and outer packaging of imported tea should be labeled with the registration number in China or the registration number approved by the competent authority of the country (region) where it is located。

2、 Export Tea Process
Export tea planting base registration+export tea production enterprise registration - pre export declaration supervision declaration - origin customs inspection and quarantine - export declaration - port customs inspection.
1. Enterprise Qualification
The tea planting base for export and the tea production enterprises for export shall be filed with the local customs respectively, and can be served through the "Internet plus+Customs" government service platform (website: http://online.customs.gov.cn/ )Submit materials to the local competent customs.
2. Supervision before export declaration
Export tea production enterprises and exporters shall, in accordance with laws, administrative regulations, and the provisions of the General Administration of Customs, submit pre export declaration supervision applications to the customs of the origin.
After receiving the application for pre export supervision of tea, the customs of the place of origin shall carry out on-site inspection and supervision sampling of exported tea that requires inspection and quarantine in accordance with the law.
If the exported tea meets the requirements through on-site inspection and supervision by the customs, a certificate shall be issued by the customs and allowed to be exported. If the exported tea fails to meet the requirements through on-site inspection and supervision by the customs, the customs shall notify the exporter or its agent in writing. If the relevant exported tea leaves can undergo technical treatment, they can only be exported after passing the technical treatment; Those that cannot undergo technical treatment or are still unqualified after technical treatment are not allowed to be exported.
3. Customs declaration and export
Tea exporters or their agents shall truthfully declare to the customs in accordance with the law when exporting tea. The customs shall inspect the exported tea at the port, and those that fail the inspection shall not be allowed to be exported.
4 Precautions
1. Export tea production enterprises shall ensure that their exported tea meets the standards or contractual requirements of the importing country (region); If there are special requirements in international treaties or agreements that China has signed or participated in, they should also comply with the requirements of international treaties or agreements. If the importing country (region) currently has no standards, there are no requirements in the contract, and there are no relevant requirements in the international treaties or agreements that China has signed or participated in, the exporting tea production enterprise shall ensure that its exported tea meets the national food safety standards of China.
Therefore, tea exporting enterprises should understand and grasp the specific requirements of the exporting country and region before exporting, in order to avoid being notified and returned by foreign institutions due to blind export.
2. Export tea production enterprises shall mark the production enterprise registration number, product name, production batch number, and production date on the transportation packaging. If there are special requirements in the importing country (region) or contract, under the premise of ensuring product traceability, and with the consent of the direct customs, the export tea production enterprise can adjust the labeling items specified earlier.
