Lesson 2 Inspection and Quarantine

1. Handling process

Before signing a trade contract or agreement for imported fresh mangosteen, the applicant unit shall apply to the General Administration of Customs for approval of the quarantine of imported fresh fruits in accordance with relevant regulations, and obtain the "Quarantine License of the People's Republic of China for Imported Animals and Plants" (hereinafter referred to as the "Quarantine License").

Lesson 3 Information and Documents Required for Customs Declaration

1. Documents required for customs declaration

When declaring imported bamboo, in addition to providing general trade documents, the following documents are also required:

(1) Entry Animal and Plant Quarantine Permit;

(2) National Plant Quarantine Certificate of the exporting country/region;

(3) Certificate of origin of the exporting country or region.

2. Requirements for Plant Quarantine Certificate

(1) The content and format of the phytosanitary certificate shall comply with the requirements of the International Plant Quarantine Measures Standard ISPM No. 12 "Guidelines for Plant Quarantine Certificates" or the requirements of bilateral national protocols.

(2) For containers transported into the country, the container number should be indicated on the plant quarantine certificate.

(3) Those who have signed agreements (including agreements, protocols, memorandums, etc.) with China should also comply with the requirements for plant quarantine certificates in relevant agreements.

(4) The importer on the plant quarantine certificate, the consignee on the Import Animal and Plant Quarantine License, and the buyer of the import trade contract should be consistent.

3. Packaging box and label requirements

(1) The packaging box should indicate the name of the fruit, place of origin, orchard registration code, packaging factory name or registration code in Chinese or English.

(2) Each packaging box and retail packaging box should be labeled in Chinese and English with information such as the name of the goods, production location and product processing status, origin, name and address of the processing factory and exporter, packaging date, shelf life, and net weight. Each pallet of shipped goods should be labeled in Chinese with "This product is being shipped to the People's Republic of China".

Lesson 4: How to Handle Entry Inspection and Quarantine and Non conformities

01 Entry Inspection and Quarantine:

When the bamboo arrives at the port of entry, the Chinese customs shall carry out inspection and quarantine in accordance with relevant laws, administrative regulations, rules, and other regulations. Those who pass the inspection and quarantine shall be allowed to enter.

The main content of inspection and quarantine includes verifying the cargo certificate, verifying the relevant information and official quarantine marks on the plant quarantine certificate and packaging box, checking whether the fruit contains pests, disease signs, branches and leaves, soil, and pest infestations, and extracting samples for safety and health testing in accordance with relevant regulations and standards.

02 Handling of non-compliance:

(1) Pesticide treatment:

Those who discover quarantine pests or other live pests with quarantine significance and have effective treatment methods shall undergo disinfection treatment. Those who pass the disinfection treatment shall be allowed to be released.

(2) The following situations shall be returned or destroyed:

a. The plant quarantine certificate or permit is invalid or does not match the goods certificate;

b. The packaging box does not indicate the name, origin, orchard registration code, packaging factory name, or registration code of the fruit in Chinese or English;

c. From unregistered orchards or packaging factories;

d. Discovered with branches, leaves, or soil;

e. Those who fail inspection and quarantine, lack effective pest control methods, and have detected toxic and harmful substances exceeding relevant safety and health standards in China.
