New Policy on Supervision Conditions for Imported Hazardous

1、 Verification mode
Implement a batch "document review verification+port inspection or destination inspection" model for imported hazardous chemicals, and set the inspection process (location) and proportion based on the attributes of imported hazardous chemicals and the type of packaging of hazardous goods.
2、 Declaration requirements
When the consignee or agent of imported hazardous chemicals declares customs, they should truthfully fill in the "China International Trade Single Window" with the attributes of the goods, inspection and quarantine name, danger category, packaging category, United Nations Dangerous Goods Number (UN number), dangerous goods packaging mark (UN mark), and destination inspection and quarantine authority, And upload the relevant materials required by Announcement No. 129 of the General Administration of Customs in 2020 (Announcement on Issues related to the Inspection and Supervision of Import and Export of Hazardous Chemicals and Their Packaging) according to the declared goods.
After customs declaration, the consignee or agent of imported hazardous chemicals should promptly inquire and inspect the notification through the "China International Trade Single Window".
This announcement will be implemented from April 13, 2023.
Attached is Announcement No. 129 of the General Administration of Customs in 2020:
According to the Regulations on the Safety Management of Hazardous Chemicals (State Council Order No. 591), customs are responsible for inspecting the import and export of hazardous chemicals and their packaging. The relevant issues are hereby announced as follows:
1、 The customs shall conduct inspections on the import and export of hazardous chemicals listed in the national Catalogue of Hazardous Chemicals (latest version).
2、 When the consignee or its agent of imported hazardous chemicals declares customs, the filling items should include the hazard category, packaging category (excluding bulk products), United Nations Dangerous Goods Number (UN number), United Nations Dangerous Goods Packaging Mark (UN mark) (excluding bulk products), etc. The following materials should also be provided:
（1） Declaration of Conformity for Imported Hazardous Chemical Enterprises (see Annex 1 for the format);
（2） For products that require the addition of inhibitors or stabilizers, a description of the name, quantity, and other information of the actual inhibitors or stabilizers added should be provided;
（3） Samples of Chinese hazard announcement labels (excluding bulk products, the same below) and Chinese safety data sheets.
3、 When the shipper or its agent for exporting hazardous chemicals applies for customs inspection, they shall provide the following materials:
（1） Declaration of Conformity for Export Hazardous Chemical Production Enterprises (see Annex 2 for the format);
（2） Performance Inspection Results of Packaging for Outbound Goods Transportation (excluding bulk products and those exempted from using dangerous goods packaging according to international regulations);
（3） Hazard classification and identification report;
（4） Hazard announcement labels (excluding bulk products, the same below), safety data sheet samples, and if they are foreign language samples, corresponding Chinese translations should be provided;
（5） For products that require the addition of inhibitors or stabilizers, a description of the actual name, quantity, and other information of the inhibitors or stabilizers added should be provided.
4、 Hazardous chemical import and export enterprises shall ensure that hazardous chemicals meet the following requirements:
（1） Mandatory requirements of China's national technical specifications (applicable to imported products);
（2） Relevant international conventions and conventions
