【 Customs Knowledge 】 Quarantine Requirements for Importe

1、 Inspection and quarantine basis
（1） The Entry and Exit Animal and Plant Quarantine Law of the People's Republic of China and the Implementation Regulations of the Entry and Exit Animal and Plant Quarantine Law of the People's Republic of China;
（2） The Food Safety Law of the People's Republic of China and the Implementation Regulations of the Food Safety Law of the People's Republic of China;
（3） Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits;
（4） Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Forestry of the Lao People's Democratic Republic on the Requirements for Plant Quarantine of Fresh Passion Fruit Exported from Laos to China.
2、 Product names allowed for entry
The fresh passion fruit mentioned in this announcement is Passiflora edulis, also known as Passion fruits.
3、 Permissible origin
Laos Passion Fruit Production Area.
4、 Approved orchards and packaging plants
The Baixiang Fruit Orchard and Packaging Factory exported to China must be registered with the Ministry of Agriculture and Forestry of the Lao People's Democratic Republic (hereinafter referred to as "MAF") and approved by the General Administration of Customs of the People's Republic of China (hereinafter referred to as "GACC") for registration. Registration information must include name, address, and registration number. The registration list should be provided by MAF to GACC before the export season each year, and GACC will publish the registration list on its official website.
5、 List of quarantine pests of concern

6、 Pre export requirements
（1） Orchard management.
1. Good Agricultural Practice (GAP) should be implemented in fruit orchards exporting to China, including maintaining orchard hygiene conditions, timely cleaning of fallen fruits, and implementing Integrated Pest Management (IPM), such as physical control, chemical control, and biological control.
2. All orchards exported to China should focus on monitoring and comprehensive management of quarantine pests of concern to the Chinese side. MAF should supervise and guide the implementation of pest monitoring and comprehensive management in export orchards, and conduct pest monitoring throughout the year; In addition to visual inspection, multiple physical or chemical methods should also be used to trap and monitor harmful organisms, such as hanging fruit fly pheromone traps or yellow sticky insect boards in orchards for fruit fly monitoring.
3. If quarantine pests of concern to the Chinese side are detected, orchards exported to China should immediately adopt chemical or physical methods for comprehensive prevention and control. The prevention and control records should include information such as the names of chemical agents used during the growing season, effective ingredients, dosage and time of use. MAF should keep monitoring and control records of harmful organisms in orchards and provide them to GACC as required.
（2） Packaging factory management.
1. The processing and packaging of passion fruit exported to China should be carried out under the supervision of MAF.
2. Passion fruit should be manually selected and cleaned, and can also be treated with post harvest fungicides to remove diseased, insect infested, rotten, deformed, branches, leaves, or other plant residues, in order to effectively remove insect eggs attached to the surface of the fruit
