Background of the introduction of 01 inspection regulations

 

 

 

In order to promote the construction of domestic high-speed railway, at the same time, serve the "the Belt and Road" initiative and help the high-speed railway "go global", the quality of rail steel must meet the requirements of high strength, good impact toughness, fatigue resistance and wear resistance. China imports a large number and variety of rail steel each year, with a wide range of uses. Some belong to national strategic resources, while others are used for the construction of national or local key projects. In order to ensure the effective implementation of imported rail steel inspection work and ensure the quality and safety of imported rail steel, this standard is formulated to standardize the inspection work of imported rail steel through a unified inspection procedure within the industry.

 

 

 

02 Scope of application

 

 

 

The document specifies the inspection requirements and determination of inspection results for imported rail steel.

 

The document is applicable to the inspection of imported hot-rolled light rails, railway rails, and crane rails.

 

 

 

03 Inspection basis

 

 

 

The inspection basis for imported rail steel includes China's national, industry standards, or technical requirements agreed upon by both parties in the trade contract. The common standards for rail steel in China mainly include GB/T 2585, GB/T 11264, TB/T 2344, TB/T 3276, and YB/T 5055.

 

 

 

Representative samples should be randomly selected according to the inspection criteria. The number, sampling location, and size of samples that require laboratory testing should comply with relevant inspection criteria. If the inspection basis is not clearly specified, it should comply with the provisions of GB/T 2975 and GB/T 20066.

 

 

 

04 Inspection process

On site inspection

 

On site inspection includes verifying whether the name, shipping mark, product identification, etc. of imported rail steel are consistent with the declared content.

 

 

 

Appearance inspection

 

Inspect the surface of imported rail steel for various defects that do not meet the inspection criteria by combining visual inspection with dimensional measurement. Common surface defects include cracks, folds, lateral scratches, abrasions, and oxide skin indentation. The surface defects of the rail steel allow for grinding, and the contour of the grinding surface should be smooth, ensuring that the microstructure of the rail after grinding is not affected. The burrs on the end face of the rail steel and the edge of the bolt hole surface should be removed. The rail steel can meet the requirements of the inspection basis after treatment such as grinding or removing burrs.

 

 

 

Specification inspection

 

The length, height, head width, bottom width, waist thickness, bolt hole diameter, crown fullness, section slope, straightness, and other measured results of imported rail steel obtained through the use of measuring tools such as measuring tapes and calipers that have passed metrological verification shall comply with the provisions of the inspection basis.

 

 

 

Quantity/weight inspection

 

The quantity inspection generally adopts manual counting of the total number of goods in the entire batch, and the number of imported steel rail pieces must be consistent with the declared number. The weight inspection shall be carried out in accordance with SN/T 0188.2 or other relevant standards, and theoretical conversion can also be used.

 

 

 

Laboratory testing

 

According to the requirements of the inspection basis, the product meets the requirements of the laboratory
