How much do you know about imported printed materials?

1、 What is printed matter?

According to Order No. 161 of the General Administration of Customs of the People's Republic of China on the Supervision of Imported and Exported Printed and Audiovisual Products, printed matter refers to a copy of the same content that is reproduced on paper or other commonly used materials by making an original image or text into a printing plate.

2、 Do printed and audiovisual products imported for personal use need to be taxed?

If the personal use of imported printed materials falls within the following specified quantities, the customs shall grant duty-free inspection and release:

（1） Books, newspapers, and journal publications distributed in a single volume shall have no more than 10 copies per person each time;

（2） Audio and video products distributed on a single disc (disc), with a minimum of 20 discs per person per session;

（3） Book publications issued in sets, with no more than 3 sets per person per time;

（4） A set of audio-visual products issued in sets, with no more than 3 sets per person each time.

For personal use imported printed and audio-visual products exceeding the quantity specified above but still within a reasonable quantity, the customs shall, in accordance with the provisions of the Import and Export Tariff Regulations of the People's Republic of China on the collection of import duties on imported goods, levy taxes and release the excess quantity.

3、 In which situation do printed and audiovisual products need to go through relevant procedures as imported goods?

In any of the following circumstances, the customs shall handle relevant procedures for all imported printed and audio-visual products in accordance with the law for imported goods:

（1） Individuals carrying or mailing individual books, newspapers, and journal publications into the country, exceeding 50 copies per person at a time;

（2） Individuals carrying or mailing single discs (discs) of audio and video products into the country, exceeding 100 discs per person at a time;

（3） Individuals carrying or mailing complete sets of books and publications into China, with each person exceeding 10 sets at a time;

（4） Individuals carrying or mailing complete sets of audio and video products into the country, exceeding 10 sets per person at a time;

（5） Other components that constitute the characteristics of the goods.

4、 How to declare printed and audio-visual products donated from overseas to customs?

For printing materials imported as gifts from overseas, the recipient unit shall submit the gift letter issued by the donor, the recipient unit's acceptance certificate, and relevant lists to the customs. If the recipient accepts more than 100 printed copies or more than 200 discs of audio-visual products as gifts from overseas, in addition to submitting the above-mentioned documents to the customs, the recipient unit shall also submit approval documents from the relevant administrative authorities of the State Council.

5、 Can religious printed and audiovisual products be imported?

Religious printed materials carried or mailed into China by individuals within a reasonable quantity for personal use are allowed to enter the country.

Religious printed materials that exceed personal use, enter the country in a reasonable quantity, or are imported in other ways shall be taxed and released by the customs on the basis of a certificate issued by the State Administration for Religious Affairs, the provincial government religious affairs management department entrusted by it, or other administrative departments under the State Council. If there is no relevant certificate, the customs shall handle it in accordance with the relevant provisions of the "Regulations on the Implementation of Administrative Penalties by the Customs of the People's Republic of China".

Distributive religious printed and audio-visual products are prohibited from entering the country.
