Step 1: Filing of the consignee for imported cosmetics

 

（1） Filing scope:

 

The categories of cosmetics mainly include skin cosmetics, hair cosmetics, beauty cosmetics, perfume cosmetics, oral cosmetics, special purpose cosmetics and other cosmetics.

 

 

 

（2） Process:

 

Log in to the "Internet plus+Customs" integrated online service platform (copy and open the website through the browser: http://online.customs.gov.cn ）Or China International Trade "Single Window" (copy and open the website through a browser: https://www.sing Lewindow. cn), select the "Filing of Importers and Exporters of Imported Food and Cosmetics" option to apply for filing.

 

 

 

（3） Application materials:

 

The consignee shall apply for registration with the customs at the place of industrial and commercial registration before the import of cosmetics, and provide the following materials:

 

1. Application Form for Consignee Filing;

 

2. Organizational structure, department functions, and job responsibilities related to cosmetic safety;

 

3. Types and storage locations of cosmetics to be operated;

 

Those who have been engaged in the import, processing, and sales of cosmetics within 4.2 years should provide relevant explanations (types and quantities of cosmetics).

 

 

 

Step 2 Declaration

 

The consignee of imported cosmetics should register the consignee of imported cosmetics in advance before applying for declaration. In addition to declaring imported cosmetics in accordance with relevant regulations of the General Administration of Customs, the first imported cosmetics should also meet the following conditions:

 

1. For imported cosmetics that are subject to national hygiene licensing, a hygiene licensing approval document for imported cosmetics approved by the relevant national regulatory department shall be obtained.

 

 

 

Tips: The above two materials are exempt from submitting original documents during declaration, and customs can automatically compare and verify the electronic data of imported cosmetics hygiene license documents and filing vouchers through a system.

 

 

 

 

3. For cosmetics that have not been granted hygiene licenses or registered by the state, the following materials should be provided:

 

(1) Relevant safety assessment materials for substances with potential safety risks issued by qualified institutions.

 

(2) Proof of production or sales allowed by the producing country or region, or proof of origin.

10、 When handling the customs declaration procedures for imported cosmetics, it is necessary to declare that the imported cosmetics have obtained the hygiene license approval from the relevant national regulatory authorities and are exempt from submitting the approval certificate.

 

For cosmetics that have not been granted hygiene licenses or registered by the state, the regulatory requirements for providing safety assessment materials for substances with potential safety risks issued by qualified institutions will be cancelled, and product safety commitments will be required.

 

 

 

4. In addition to the first three items, sales of packaged cosmetic products should also submit samples of Chinese labels, foreign labels, and translations.

 

5. For non sales packaged cosmetic products, the product name, quantity/weight, specifications, origin, production batch number, and expiration date (production date and shelf life) should also be provided, as well as the destination name of the added packaging, the factory name, address, and contact information of the added packaging.

 

6. Requirements for Chinese labels

 

When enterprises produce Chinese labels for imported cosmetics, the Chinese labels should comply with standards and regulations such as GB 5296.3 "Instructions for the Use of Consumer Products - General Labels for Cosmetics" and "Measures for the Supervision and Administration of Import and Export Cosmetics Inspection and Quarantine".

 

The Chinese label of cosmetics should include basic information such as the name, ingredient table, net content, date indication, approval number, country of origin (region), agent or distributor information, etc.

 

The ingredients of cosmetics must be listed in the "List of Names of Used Cosmetic Ingredients". If there is an approval or filing certificate, the product name, ingredients, and usage method must also be consistent with the content in the permit approval or filing certificate.

 

 

 

Step 3 Inspection and Quarantine

 

（1） Qualified through inspection and quarantine:

 

Only after the customs issue the "Certificate of Inspection and Quarantine of Imported Goods" can they be sold and used.

 

（2） Unqualified after inspection and quarantine:

 

Certificate of non conformity issued by customs. If the safety, health, and environmental protection projects are not up to standard, the customs shall order the parties involved to destroy them or issue a return notice, and the importer shall handle the return procedures. If other items are not qualified, technical treatment can be carried out under customs supervision. Only after passing the re inspection and quarantine can they be sold and used.
