What is flaxseed?
Flaxseed, commonly known as flaxseed, is the mature seed of flax. The main components of flaxseed are fat, protein, dietary fiber, and other components include minerals α- Linolenic acid, lignin, flaxseed gum, vitamins, etc. Most of the imported flaxseed in China is used for processing and producing flaxseed oil.
Which countries can export flaxseed to China?
According to the "Catalogue of Food Exported to China from Countries or Regions that Meet the Evaluation and Review Requirements and Have Traditional Trade" released by the General Administration of Customs, China is allowed to import flaxseed from ten countries including Russia, Kazakhstan, Canada, the United States, Ethiopia, Australia, France, the Netherlands, New Zealand, and India. Among them, Russian flaxseed should comply with the "Quarantine Requirements for Imported Flaxseed Plants from Russia", and Kazakhstan flaxseed should comply with the "Inspection and Quarantine Requirements for Imported Flaxseed from Kazakhstan".

What are the required documents for flaxseed import customs declaration?
Plant quarantine certificate issued by the competent department of the exporting country or region;
Certificate of Origin;
Trade contracts, bills of lading, packing lists, invoices, and other trade vouchers;
Other information: Other documents determined by bilateral trade, protocols, memorandums, and regulations of the General Administration of Customs.
Can flaxseed be processed and used after import?
No way! Imported flaxseed needs to undergo customs inspection and be sent to the laboratory for testing according to relevant sampling requirements. Based on the inspection and testing results, it is determined whether it is qualified or not.
Qualified: Qualified flaxseed can only be processed and used after the customs issues the "Entry Goods Inspection and Quarantine Certificate".
Unqualified flaxseed can be treated: For flaxseed that is unqualified but has effective treatment methods, the customs shall issue an "Inspection and Quarantine Treatment Notice", and the consignee shall handle it according to the requirements before processing and using it.
Unqualified and non treatable: Flaxseed that is not qualified and does not have an effective treatment method needs to be destroyed or returned.
What are the requirements for transportation and processing of flaxseed?
Imported flaxseed should be processed and used in designated places with conditions for epidemic prevention and treatment.
Epidemic prevention measures such as preventing spillage and sealing should be taken during the loading, unloading, and transportation of imported flaxseed.
The leftovers from flaxseed processing that carries harmful organisms should undergo effective heat treatment, crushing, or incineration for pest control. Without effective pest control treatment or processing
