How to import frozen durian from Malaysia?
 
1、 Inspection and quarantine basis
 
 
 
(1) The Entry and Exit Animal and Plant Quarantine Law of the People's Republic of China and the Implementation Regulations of the Entry and Exit Animal and Plant Quarantine Law of the People's Republic of China;

(4) Protocol between the General Administration of Customs of the People's Republic of China and the Malaysian Ministry of Agriculture and Agricultural Products on the Requirements for Inspection and Quarantine of Frozen Durian Imported from Malaysia to China.
 
 
 
 
2、 Product names allowed for entry
 
Frozen durian, scientific name Durio zibethinus, English name Frozen Durian, refers to: before storage and transportation at -18 ° C or below,

The processing plants of frozen durian imported to China must be registered with the Malaysian Ministry of Agriculture and Agricultural Products (MOA) and approved by the General Administration of Customs of the People's Republic of China (GACC). The list can be found on the GACC website.

(1) Orchard management
 
 
 
1. Fruit orchards importing frozen durian to China should implement Good Agricultural Practices (GAP) under the guidance of MOA, and adopt Integrated Pest Control Measures (IPM) to reduce or avoid the occurrence of harmful organisms.
 
 
 
2. The fruit orchard of frozen durian imported to China should construct a network structure to prevent the durian from falling to the ground. During the harvesting and post harvest processing, avoid contact between durian and soil and plant debris to prevent durian damage or scratches.
 
 
 
3. The fruit supply orchards of frozen durian imported to China should be regularly monitored for the soft rot fungus RhIZOPUS ARTOCARPI and Rigidoporus lignosus of pineapple.
 
 
 
4. The MOA should supervise and manage the use of agricultural chemicals in frozen durian orchards imported to China, and regularly implement pesticide residue testing to ensure compliance with Chinese safety and health regulations and standards.
 
 
 
(2) Packaging Factory Management
 
 
 
1. The frozen durian processing plant exported to China should implement Good Operating Practices (GMP).
 
 
 
2. The processing plant should be kept clean and have good hygiene conditions.
 
 
 
 
 
 
3. MOA should supervise and manage the frozen durian processing plant and conduct regular testing to ensure that additives are not used in the pulp and pulp.
 
 
 
 
 
(3) Packaging requirements
 
 
 
1. Durians imported to China must be manually selected to remove diseased and rotten fruits, as well as insects, mites, branches, leaves, and soil on the surface of the durian. Mature durian is graded and classified, and after removing pests and impurities, it is cleaned with pressurized water flow or compressed air flow. If necessary, it is treated with fungicides.
 
 
 
2. Frozen durians imported to China should be packaged and stored separately to avoid re infection by harmful organisms. Frozen durian should be packaged with new, clean and hygienic materials that comply with Chinese plant health requirements and safety and hygiene standards.
 
 
 
3. Each packaging box and retail packaging box of frozen durian imported to China should be labeled in Chinese and English with information such as the name of the goods, production location and product processing status, origin, name and address of the processing factory and exporter, packaging date, shelf life, and net weight. Each pallet of the shipped goods should be labeled in Chinese with the words "This product is being shipped to the People's Republic of China".
 
 
 
4. Before the project starts, MOA should provide the label style to GACC for confirmation.
 
 
 
5. Before packaging frozen durian to China, it is necessary to check whether the container has good hygiene conditions.
7、 Entry inspection and quarantine and handling of non conformities
 
 
 
(1) Verification of certificates and markings
 
 
 
1. Verify whether the plant quarantine certificate meets the provisions of Article 6 (5) of the "Pre export Requirements" mentioned above.
 
 
 
2. Verify whether the markings on the packaging box comply with the provisions of item (3) of Article 6 "Pre export Requirements" mentioned above.
 
 
 
(2) Entry inspection and quarantine
 
 
 
When frozen durian arrives at the port of entry, the Chinese customs shall carry out inspection and quarantine in accordance with relevant laws, administrative regulations, rules, and other regulations. Those who pass the inspection and quarantine shall be allowed to enter.
 
 
 
(3) Handling of non-compliance with requirements
 
 
 
If it is found that the frozen durian comes from an unregistered processing plant, the batch shall not be imported.
 
 
 
If quarantine pests of concern to the Chinese side are found, the batch of goods will be returned or destroyed. GACC will immediately notify MOA to suspend the export of frozen durian to China from the processing plants related to the orchard of this batch of goods until improvement measures are taken and GACC approval is obtained.
 
 
 
3. If any safety and health items are found to be unqualified, the batch of goods will be returned or destroyed. GACC will immediately notify MOA to suspend the export of frozen durian to China from relevant processing plants until improvement measures are taken and GACC approval is obtained.
 
 
 
4. If the above non conformities continue to occur, the Chinese side will detain and test each batch of goods, wait for laboratory testing results, and even suspend the transportation of frozen durian from Malaysia to China until the relevant requirements are met.
 
 
 
8、 Compliance review
 
 
 
Before the project starts, GACC will send quarantine officials to the durian planting area in Malaysia to review the orchards and frozen durian processing plants. GACC will approve processing plants that meet the requirements of this protocol.
 
 
 
9、 Retrospective review
 
 
 
During the trade process, based on the dynamics and interception of the frozen durian epidemic in Malaysia, GACC will continue to conduct further risk assessments and promptly negotiate with MOA to adjust the list of quarantine pests and corresponding quarantine measures.
