Food hygiene supervision at border ports
In order to strengthen the supervision and management of food hygiene at border ports, ensure the hygiene and safety of food at border ports, and ensure public health, the customs implements hygiene supervision on port food production and operation enterprises.
How to apply for a border port health permit for enterprises
Before engaging in port food production and operation activities, food production and operation enterprises shall apply to the local customs for the "Frontier Port Health License of the People's Republic of China". At present, the customs implements "optimized approval" when issuing port hygiene licenses
For the reform of "service", enterprises can handle the whole process online through the portal website of the General Administration of Customs "Internet plus+Customs", and the customs will make a decision on administrative licensing within 13 working days from the date of accepting the application.

01 Initial application situation:
① Application for Health License at Frontier Ports;
② Other materials: schematic diagrams of business premises and equipment layout, processing processes, sanitary facilities, etc; List of food production equipment and facilities; Executive standards for food production; For those with food delivery services, provide proof materials of specialized food transportation facilities that meet insulation or cold chain transportation requirements.

03 Situation of extension application:
① Application for a health license at a border port (application must be submitted to the original issuing customs 30 days before the expiration of the original health license at the border port);
② Explanation materials on whether the original application submission materials have changed (if there are changes, relevant materials should be supplemented).
04 Situation of cancellation application:
① Application for Health License at Frontier Ports;
② After obtaining the permit for cancellation, the original 'Frontier Port Health License' should be returned.
How to carry out food hygiene supervision at border ports by customs
01 Supervision frequency
According to the results of the hygiene license review and daily hygiene supervision and inspection of port food production and operation enterprises, different types of food production and operation enterprises are subject to graded management. Based on the principle of "double randomness and one disclosure", supervision and inspection will be carried out by two Shanghai customs officers. The supervision frequency of A-level enterprises shall not be less than once every 6 months, B-level enterprises shall not be less than once every 3 months, and C-level enterprises shall not be less than once per month. Enterprises that are not yet classified shall not be less than once every two months.
02 Key Inspection Items
Whether the environmental hygiene of the place and the production and operation process meet the requirements; Enterprise health records (including business license, health permit, inspection certificate of relevant batches, etc.); Health management system and training management system for employees; Cleaning, disinfection, and maintenance of processing and business premises and facilities and equipment; The procurement of food, food additives, and food related products requires certification and invoicing, incoming inspection, and record keeping; Key operational procedures, waste disposal management system, etc.
03 Food Safety Sampling
Special spot checks will be conducted on prominent issues, including food with a wide circulation range, high consumption, and high consumer complaints and reports, food with significant hidden dangers indicated by supervision, inspection, and special rectification work, food with potential food safety issues announced by relevant departments, and food that has caused health hazards overseas and has evidence to indicate potential harm domestically.
Result determination and disposal
After the supervision and inspection is completed, customs officers shall summarize the supervision and inspection results according to the "Daily Health Supervision Site Inspection Form" and report them to the enterprise. The customs will order relevant enterprises to rectify any non-conforming items found.
If suspected illegal activities are discovered, the customs shall hold the relevant business entities responsible in accordance with relevant laws and regulations such as the Frontier Health and Quarantine Law of the People's Republic of China, the Food Safety Law of the People's Republic of China, and the Regulations on Food Hygiene Supervision and Management at Frontier Ports.
After the completion of health supervision work, in accordance with the provisions of the "Implementation Rules for the Supervision of Customs Administrative Law Enforcement Inspection Matters with Double Randomness and One Disclosure", the situation and results of the random inspection shall be publicly disclosed through the local customs portal website, and social supervision shall be accepted.
