On October 20, 2021, the Ministry of Agriculture and Rural Affairs, together with the General Administration of Customs, issued Announcement No. 470, revising and improving the "List of Animals and Plants and Their Products Prohibited from Carrying or Mailing into China" (Announcement No. 1712 of the Ministry of Agriculture and the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China), A new "List of Animals, Plants, Their Products, and Other Quarantine Objects Prohibited from Carrying or Sending into China" (hereinafter referred to as the "List") has been established. The new announcement adds the "Biosafety Law of the People's Republic of China" as the legal basis, emphasizes ecological safety, and clarifies the scope of application (including animals, plants, their products, and other quarantine objects carried or delivered by four types of personnel in four ways).
Overall, the new Catalogue has undergone three changes:

Through risk analysis, scientific and effective measures have been taken to strengthen national biosafety prevention and control, including the addition of some high-risk animal and plant products and other quarantine objects, such as fresh cut flowers, animal biological products, tobacco, etc., and exemption from some negligible risk animal and plant products and other quarantine objects, such as dried, cooked, and fermented edible sauce aquatic animal products, as well as processed eggshells, hooves (claws), horns, shells, etc Crafts such as crustaceans;

More scientific classification, such as listing aquatic animal products separately and classifying organic cultivation media as "other quarantine substances";

Standardized expressions, such as changing mailing to mailing, and changing "other categories" to "other quarantine objects".
